A building site has subcontractors, labour hire workers and delivery drivers coming and going all day, and the crew changes week by week. That is a lot to track in a paper sign-in book.

Under HSWA 2015, PCBUs that share duties on a site must consult, cooperate and coordinate with each other. From 1 April 2027 a subcontractor with fewer than 20 workers only has to do this for critical risks, unless the subcontract requires more. On a building site the main contractor usually does that coordinating, which includes making sure every worker, subcontractors included, has had a site-specific induction, holds the certifications the work needs, and can be accounted for in an emergency. Under the Health and Safety at Work Act 2015 (HSWA), the main contractor and each subcontractor on a building site are PCBUs. Each has a duty to the workers and visitors their work affects, and where those duties overlap they must consult, cooperate and coordinate with each other. Accurate site access records and a current evacuation list are a core part of meeting that duty.
