CheckSafe is built for this. Their site says a licence on file does not mean someone is competent today, and talks about assessing and verifying competency on site from a mobile app.
SiteKey is built for this. It checks course completions and blocks the sign in when they are not current. The on site list shows who is inside the fence.
Assessing competency in one system and running the gate in another is a reasonable split. It suits rail and civil, where a verification of competency is its own process. Ask both of us how the two would work together.
