Health and Safety at Work Act 2015 — farms as PCBUs

Under the HSWA 2015, farms operating as PCBUs (persons conducting a business or undertaking) have a duty to ensure the health and safety of all workers on their property. This includes seasonal workers, contractors, and volunteers. Farms must ensure workers receive appropriate inductions, understand the hazards relevant to their work, and are accounted for in an emergency. Do NZ farms need a visitor management system? +

Under the Health and Safety at Work Act 2015, farms operating as PCBUs have a duty to ensure the health and safety of all workers and visitors on their property. This includes seasonal workers, contractors, and service visitors. Maintaining accurate records of who is on your property is part of meeting that duty — both for emergency management and for demonstrating compliance during an audit. Beyond HSWA obligations, many farms also have biosecurity obligations that require visitor records to be kept.

Can SiteKey capture biosecurity declarations as part of the sign-in process? +

Yes. SiteKey can be configured to include a biosecurity declaration step as part of the visitor or contractor sign-in process. Visitors are asked to confirm their recent movements, whether they have visited other farms, and any other biosecurity-relevant questions you specify. Their responses are recorded digitally alongside their visit record, creating an auditable trail that can be presented to MPI or AgriQuality inspectors.

How does SiteKey work at rural properties with limited internet? +

SiteKey is a web-based system that works on any internet-connected device. For rural properties with limited connectivity, SiteKey works on mobile data — most sign-in interactions use only a small amount of data. QR passes can be pre-loaded on devices, and check-in can be completed with minimal data usage. We recommend discussing your connectivity situation with us during onboarding so we can configure the system to suit your property.

Can seasonal workers use SiteKey without smartphones? +

Yes. SiteKey supports visitor self-registration on a shared tablet or device at your entry point or office. Seasonal workers who do not have smartphones can sign in using a shared device — entering their details and completing any required declarations on arrival. QR passes can also be printed and given to workers, allowing them to check in using a QR scanner at your gate without needing their own device.

How does SiteKey help with MPI or AgriQuality audits? +

SiteKey maintains a complete, time-stamped log of every visitor, contractor, and worker who has entered your property. This log can be exported from the admin dashboard at any time.
